The traditional anti-western powers, the Chinese and the Russians, plot to overthrow the United States as the preeminent superpower of the Olympics. In the beginning of the movie we see officials from China and Russia having a secret meeting discussing the seriousness of their predicament and brainstorming ideas about how to undermine America's Olympic dominance. Frustrated, they see the results of a latest study in a newspaper showing how obese the American public has become, seemingly at odds with the athletic prowess of their representatives in the Olympics. As they flounder for ideas, the Chinese delegate notices the television on in the background and sees an American show with average schmucks (think: Wipeout) and a flash of brilliance comes upon him. He speaks through an interpreter to the Russian delegate without subtitles so the audience doesn't yet know their plan, but they are both overcome with confidence and satisfaction.
Next, the Olympic committee is brought to session and China and Russia formally present their plan. Accordingly, the proposed idea would be for each country to randomly select citizens to participate in sports, with each random citizen getting "drafted" to compete in a specific sport (so that citizens cannot be redistributed according to their strengths). Citizens are forced to participate to the best of their ability and and cannot opt out. Enraged, the Americans try to veto this proposal. However, the council, comprised of 5 countries, must decide in majority. America votes nay, China and Russia vote yes, and Country X also votes nay (make a political statement with Iraq or Afghanistan being a U.S. puppet since invasion? United Kingdom? Probably UK). Finally, the decision hinges on the vote of Country Y (or another political statement: Iraq or Afghanistan could be this country and be the one to vote "yes") which votes yes, sending chaos among everyone.
The U.S. Olympic committee is terrified of what they portend to be a disastrous showing in the coming Olympics. The committee decides to try to cheat to draft quality athletes for each sport but this somehow fails (ADDRESS LATER). They then
